The Investigating Authority start monitoring the import of a product against which anti-dumping, anti-subsidy or safeguard measures are adopted. Monitoring will begin on the date of the opening of the investigation and will continue as long as the measures are in place.

During this monitoring period, anti-circumvention investigations will seek to determine any efforts to partially or completely circumvent the implemented measures and will monitor any detectable changes in volume, flow and nature of the trade between the relevant companies either in the country in questions or in the third countries.

If the Investigating Authority finds out that the change in trade volume occurred as a result of an unjustifiable activity, transaction which eliminates or lessens the effect of the implemented measures, it can extend the measure to the new source of imports either in the country in questions or in the third countries.
