While in dumping the injury to the domestic industry is caused by intentionally reduced price of the exporters, in the case of subsidies the exporters are given a direct or indirect subsidies which allows them to produce at lower cost and thus export their goods at a lower price.
The Investigating Authority can initiate an investigation ex officio in order to find out whether there is a subsidized export. However local producer(s) can also make an application to the Investigating Authority and request for an investigation.
