Domestic producers who believe that their business is injured by the dumped imports have the right to demand measures against such imports. For this purpose, domestic producer/s must justify their claims and file an application in accordance with the national legislation established in accordance with the WTO Rules. If the Investigating Authority determines that there is enough evidence to support the dumping claim it initiates an investigation. In some cases, the Investigating Authority can launch investigations on its own initiatives (ex officio).
In the subsequent investigation, the Investigating Authority collects data from all parties (third country producers, exporters, traders, domestic domestic producers, users, distributors, consumers etc.) and conduct verification visits on the spot.

  • the dumping really exists;
  • there is material injury (or threat of thereof) to the domestic industry;
  • there is casual relation between the injury and dumping;
